If it is openly hostile gangs that shoot you on sight, then I guess GTA 3, but all the seediness and grimness found in that version of LC was just as evident in IV’s version, if not more so. GTA 3 is still a gritty game by 2001 standards, you might even say it’s realistic for what could be achieved then, but it still had many ‘gamey’ aspects that IV tried to keep to a minimum. When Manhunt came out I remember thinking LC may as well be Disneyland by comparison. In IV, I don’t really need to feel like I (or Niko) am in any danger when roaming the rougher areas. Niko is a capable guy after all. I just need to get the sense that the average person would be in danger in these areas. IV delivers that in spades with how diverse its neighbourhoods are. I've always felt GTA III was a dress rehearsal for Manhunt and what R* could get away with. I would even says it's the same kind of grit seen in The Warriors also. For its time I remember GTA III feeling like the most realistic game I ever played especially coming out of cartoony 2D era, but looking back in hindsight I agree there are "gamey" elements that kind of ruin the illusion. For example no matter how dangerous it looks and feels it's pretty silly when you see a floating heart icon in mid air. As I said GTA IV achieves its dark and gritty tone in a much more realistic way. There's no constant threat of danger, but it really doesn't need to. Everything is dependent on environmental and aesthetic cues intended to immerse the player into believing they're "small" in this city full of scumbags and pricks. billiejoearmstrong8, iiCriminnaaL, KingD19 and 1 other

Based on the very specific criteria, I'd say IV. In III, it's quite likely I'd be following a pimp decked out in all-purple, or some guy telling me his mother's his sister, which does detract from the "grittiness" factor somewhat. Also, IV looks a lot more realistic (not a criticism of III, just different times in gaming) so would automatically feel more brutal, IMO.

Manhunt was in developement much earlier than GTA3 and the funniest thing ever is that actually it's GTA3 and future installments that used the Manhunt engine as base to create its own, not the opposite... but barely anyone tries to acknowledge it. It's easy to spot when you look at the date of when certain files were produced in the respective games etc. Heck you can even find some Manhunt engine leftovers in GTA IV if you dig down deep enough. iiCriminnaaL and Algonquin Assassin

The engine is Renderware, but I dunno about Manhunt being developed before GTA3. It says on wikipedia the nineties but the source doesn’t actually confirm that. I’m sure 3 and Manhunt were conceived around the same time though, as references to Carcer City and its corrupt police chief can be heard on the radio. Yeah of course, though I guess the date of when MH files were produced seems enough of a proof to confirm that MH was being developed first, GTA3 was then built on the same engine. Of course later on Manhunt would receive further overhauls, but I'm pretty sure developement on it started around the time GTA2 was launched or so. iiCriminnaaL
Generally, GTA III feels grittier, whether it's the game's tone or crime rate. GTA IV on the other hand was grimier in terms of the overworld itself, but not exactly as gritty in terms of random crimes and gang hostility, which both were handled far more realistically. Some might find it to be lacking in that aspect, but I'd say, it isn't really bad. It just needed a slight push.
