I think R* are not silly enough to make the parachutes just in a mission

Several screenshots I've seen show him using parachutes in what appear to be multiple scenarios, so my guess is that you will be able to use them whenever.

OXM reported base jumping challenges, most likely seperate from the story in the November (I think) issue, cover story was MW2's Spec Ops mode.

 

Also covered the APC and Buzzard (attack chopper).
