No previous protagonists will make any appearances in GTA IV's universe, as it is different from the other GTA universe. Rockstar themselves said this. Jesus Christ. GTA I and II have different Claudes. GTA III Claude is the same as SA's Claude. Catalina met the mute bastard in SA and they moved to Liberty City which was 2001, GTA III.
