It's "Diamonds Are A Girl's Best Friend" It's just a different camera angle shot from between Niko and Packie so that only Tony and the right side of Niko are Visible. What made me think that you right is that the place looked different than the place luis and tony meet niko and packie. Do you mean that it's 'not a real cutscene' because it was rendered in real time and not a pre-recorded video? Well all of IV's cutscenes are like that. How do you think Niko can have different clothes in cutscenes? ANYWAY, it is a cutscene...an old cutscene, at that...and not 'after the end of IV's story'. I just said 'cutscene' way to many times...
