I'm pretty sure that is the handover of Gracie, the environment is right for that, not wrong as some people said in some other thread. The cutscene is probably just new for TBOGT. Golf Cart, Smaller Attack Chopper, The "Skyhook" Helicopter are the new vehicles I have seen so far.
