Final Mission: Rotterdam Tower?

In the trailer, Luis climbs up a newly added ladder to the very top of the Rotterdam Tower. He later parachutes off of it. A clip of him diving out of a plane is shown beforehand, but it's at a completely different time of day, and doesn't match the parachute mission that guy described (where he heads inside the building and works his way down a few floors). There's an absurd number of helicopters up there as well, which suggests that it's one of the bigger missions of the game. This leads me to wonder whether the final mission is going to be an epic showdown at the top of the tallest tower. It would be a very fitting way to end the GTA IV saga. Rockstar have shown bits of the final mission in trailers before, so who knows?
