Lola wasn't in IV although she was on the boxart. The same goes for the girl on in the boxart for GTA San Andreas and Vice City aswell if i'm not mistaken, so no. I think it is pretty obvious you will be able to use a parachute whenever you want. We know 100% you use it in a mission, and I mean, just look at history. You could use parachute all the time in SA, if they are adding it again, I am pretty sure they won't be like one mission have fun BAM no more.
