Petarkco
Recently every time I try to download something odds are that it would tell me that I can't modify the folder I am downloading to. Its getting really annoying. And its happening to more and more folders. I'm running Windows 7 RTM and I am the only admin.
Girish
What changes did you make to your system since the first time this happened? Can you try System Restore? Have you checked the read/write permissions of the folder you're downloading too (Right-click > Properties)? Just to be sure whether or not it's a virus issue, get a good, free anti-virus like Avira AntiVir and do a full system scan.

First time this happend I checked the folder permissions and it was fine, I don't have system restore activated. And I have done a virus scan with AntiVir and it found nothing. Girish
Can you tell me the exact error message that you get? Does it happen to all folders?
Wolf68k
Might help to know what you're downloading with Other than that I would suggest a simple system cleaning. You've already done the virus scan so skip on to ad/spyware scans, then CCleaner, then chkdsk and lastly defrag just to top it all off.
kingvercetti
Try turning UAC to its lowest setting from Start > Getting Started > Change UAC settings. Just drag the slider to the bottom, I had a few permission problems at first and doing this seemed to put an end to them, so it might be worth trying. UAC sucks anyway so you won't be missing much by it not nagging at you.
