I belive that every train-station is up and running at the start of the normal GTA IV. Yesterday i saw this train-station shut down and destroyed! Could this have anything with TBOGT? I think, IIRC, Niko actually gets off a train there for the Vlad mission Clean Getaway, but outside of that mission it's closed because it's a dead-end offshoot of the tracks.
