Yeah More specificly u use it to call Roman in "Roman's Holiday" after you pick up Malc and he drives to your location in his taxi which saves you the trouble of going to Broker to kidnap him. Really?! I have to try it out. I knew I could call it, seeing the message says it's Niko's cousin and the number is in it, but I haven't bothered to call it.
