Rebel
Well if you have an alternative charger, then I'd say to actually figure out if it is the charger or the Ipod you should use an apple charger cable. They are dead cheap now and can fit into pretty much most other Ipods.
Rhoda
If you can't get hold of an official Apple iPod charger, take it to an Apple Store and tell them that you have been unable to charge it and you'd like to see if it's the iPod or the charger itself that has the issue. They'll look into it for you, and probably use a charger of their own on your iPod to determine the root of the problem. Of course, if you don't have any Apple Stores remotely near you, doing what Rebel said is your best bet. Official is the way to go.
