This looks like a post process effect like the standard 'P'/'definition' blurring but less aggressive. It looks mostly like full screen MSAA bi-cubic sampling with transparency on any edge pixels but not true edge detection. If you did only edge detection the whole picture would be crisper, these GTA4 pics all look kind of fuzzy. Still, it's not a bad effect. The problem with the standard GTA4 'definition OFF' fuzziness is that it is too aggressive. I think R* just uses a gaussian blur which is cheap in terms of FPS but it blurs too much. It's too bad there isn't a slider to adjust the aggressiveness of the blur in the standard GTA4, a very little blur might be a good thing. @above two posts: Anisotropic textures are only affected when seen at a large angle. On the first img, the trees on the bottom left corner are clearly manipulated and on the second one, the buildings we're too. Detected this just with a quick look!
