He has been to Liberty City before (where he caught "crabs of a Swiss tourist"). According to the LCPD database he has been in Liberty City as early as 2002 (where he was arrested for trademark counterfieting) and as late as 2005 (where he was arrested for grand theft auto) though it is unsure when he left Liberty City and returned to Kowloon (where he is seen traveling from at the beginning of Chinatown Wars). "with the various mini games, drug dealing, etc" this would be a pretty popular DLC for both systems after R* fulfills the obligation to Microsoft. It would be 3D just like IV but the new wanted system and other add ons would make it popular. Plus it would bring CTW to a wider audience. Doubt it will happen but i think it would be neat!
