London is such an iconic name and coming up with something that doesn't sound fake or foced it quite hard. I've managed to come up with a few for other English cities (Harchester for Manchester, for example) though London's always been the hardest. The problem is, having something like "Majestic City" (a name I used before), just doesn't sound right and sounds more American than British. I put Lonsdale City, After the Make of that hoodie Brand. Ajax is another city in Holland) *Montreal- Ville-Neige (City of Snow in French. Washington DC could be something like Franklin DC or even better Jefferson DC, which has the same rhythm to the syllables. New Orleans could simply be Delta City, because if you name it something like New Bordeaux, then it implies Bordeaux exists in the GTA world, but like all cities Bordeaux would actually be named something else. The thing R* does is makes the name have some relevance to the city its portraying or sounds similar. Like Las Venturras. Everyone knows that it's based on Las Vegas just by the name, or Liberty City. It uses "Liberty" in the name which we all know is taken from The Statue of Liberty. London is a tough one to try to make a name for. It needs to have some sort of reference to the city, or it needs to sound similar. Maybe call it Buckingham after Buckingham Palace? I just think that London's been so ingrained into our society over the last thousand or so years that it's hard to simply come up with a "replacement." The obvious one is San Fierro, which is based on San Francisco (though I already mentioned that one). It's purely coincidential that there's a town in Lancashire called Blackpool). Inicidentally, I'm working on my own GTA set in Ireland. Dublin is - unsurprisingly - one of the main cities, and I'm using the Irish names (I can get by in Irish, but I wouldn't say I'm fluent in it) for the main three cities. I think Jerry would be an awesome character, although i'm not sure about his past. Derrick is 52 years-old by the time of GTA IV, when he had just returned from Ireland (the Old Country). Though it was never stated when he left for Ireland. He does, however, have a string of offences ranging from the 1970s to 1980s though we don't know if these were committed in Ireland or America. I don't think it would be a wise move playing as Derrick, as he is a terrorist and member of the IRA. I think we might see him make an appearance in an Ireland-based game though I wouldn't want to play as him.
