No, they are a money-making organisation, whored out to Microsoft. There is nothing more annoying when you are playing a good MP game and someone starts spawning helicopters and just ruining everyones fun I can imagine. Which is why I got a PS3, you can't hack them. Which is why I got a PS3, you can't hack them. Not sure why Mr John said this since he's trying to get everyone to cheat on the PS3. That and he seems quote happy. Back to the topic, You can report people but no one does anything about it. I much rather mess with the cheaters. There are lots of ways to do it. For example I like shooting the guys using god mode with the RPG. They don't die, but they get blown all over the place. You die sometimes, but I just keep at it. They get sooooooo mad that you can affect them at all. They usually leave quickly. Cheaters are such poor sports. Use your imagination on how to deal with them. Then remember who they are and if you see them in a lobby later, tell everyone and all will kick them. That is even funnier. Turn the tables on them. And have fun with it. Over the past week or so I've noticed two or three former serial users of speed cheats in races chatting in lobbies, giving themselves away by telling people how they've changed account name. Or, to speculate, had their old accounts suspended? Neither of them seem to be using the same cheats any more, but one of them has started spawning Shamals on the runway in Taxiing and driving around with a T-Rex skeleton on his car roof. These don't really affect the race result, they just give a further demonstration of the level of immaturity. Which you can't legislate for, and probably shouldn't even try, or want to (it's only a game after all). Ditto their assumption that only their friends can read German... If you're on PC, press Home to pull down the GFWL menu, click on Players, find the one, look around and you should find the buttons to take you through the process.
