I don't believe any of the clues mentions or requires the ability to enter the thing that is the answer to the puzzle.

Hi, long time lurker, first time poster. This one's been killing me, but I think I got it.

 

It's the Slick Rick song "Children's Story", played on Playback FM. Here's my validation of the clues:

 

1. You hear it on the radio again and again.

2. You have to be listening to the radio to hear it. Specifically, you have to be listening to Playback FM.

3. There's a shotgun involved in the song.

4. It can be played in any car the player gets in if CJ doesn't take the bike. Is it the first song played on Playback?

5. "Children's Story".

6. It's awfully violent to be something you'd want to tell your kids.

7. In the song, there's a "dope fiend" who has the shotgun.

8. There's a girl in the beginning who says "Uncle Ricky".

9. The album is called Great Adventures.

10. He can't make the radio play that song, but he can change the station when it comes on.

11. "Children's Story" = a bedtime story.

12. The song was released in 1989.

13. You can't see it; it's only played on the radio.

14. Slick Rick is a Def Jam artist. Presumably he's been on CDs and tapes and the like.

15. The song tells a story about why crime is wrong.

16. It's been sampled a lot, so it's probably appeared on quite a few records(?).

17. Slick Rick was born in 1965 (making him 45), he's from London, and he wears an eye patch.

18. Oil slick = Slick Rick.

 

If that's right I'll pass my turn. You know actually I've never paid attention to this song in the game before...

Not that it really matters, but a couple of clarifications regarding where I was coming from with the clues:

This isn't necessarily the first song to be played, but CJ can be in a car and wait to hear the song before doing anything else.

 

7. Someone associated with me is big on drug use, but not on cleanliness.

There is a lyric: "Dave the dope fiend shooting dope, but don't know the meaning of water nor soap."

 

8. My dad's parents named him Richard.

Slick Rick, the "father" of the song, is officially named Richard.

 

16. I might fit the bill if you have a vinyl fetish.

I wasn't necessarily thinking of sampling, just that the song was pressed on vinyl records back in the day.

 

Ok, now someone else must take over and give us a puzzle.

Yeah I figured I would be wrong on some of those. I've never listened to Playback (or hip hop in general) much, and I was in a hurry to find the answers to the clues, so I missed a lot of obvious stuff by skimming.

 

About the records, the reason I mentioned the sampling was because Wikipedia didn't list it as being released on vinyl originally (only tape and CD), but said that it had been remixed into a lot of other tracks.

 

Why did it not occur to me that Rick = Richard? I feel stupid now.
