It’s something that people aren’t necessarily used to considering, but I know that when I went to Miami a couple of years ago and friends of mine from London came over—someone’s birthday or something—two of them were like, "I’ve never been here before, but I’ve played a lot of ‘Vice City,’ and I know it." Why would he [from New York] and people from London all met just for a birthday in Miami? And Sam and I were walking around in New York, going out for lunch, it was relatively relaxed. And he goes, "We should do New York." And I said, "But we’ve done Liberty City." And he says, "No, no. We should do New York properly. That’s what we should do." And then the next big moment: Sam was going, "We need a different kind of lead character, because we’re bored of doing mobsters, and it’s getting too repetitive. We’ve got to find something new and interesting ... . Let’s do an Eastern European." Really sums up a lot about GTA IV. Also solves lots of arguements in the NeXt forum.
