You can only download at the speed your connection can handle, so if you don't have a decent connection you won't get decent speeds. @Topic starter, good to hear it's sorted. It may be because you are on the computer and it has to share the internet between your 360 and your PC. (if that makes sense I turned my PC off for a while and it speeded up the DL. Maybe try that.
