Try loading up IV and see if the info box pops up in game to tell you new content is in the marketplace. They might be staggering availability or something to balance the load.. I guess Live are trying to make it so their servers aren't totally flooded, because presumably, they will have never seen anything like this before. I started my download around 10:02 and it took about 25 minutes to download. I'm playing it right now. To prove I'm not BS'ing you, the first order is to "drive to the chop shop". Also when you start GTA, it prompts "You have downloaded The Lost and Damned - do you want to play it now?" So there, no lies. If you can't find it, load a game in GTA IV, then it might give you a message that new content is available in the Marketplace. Go to the pause menu and go to "Game," then "Marketplace."
