I think it will be like SA, where you can recruit random bikers from the street to roll with you and if they die their name and picture shows up in the clubhouse. I'm only saying that because if you are going to ride in formation on the bikes, you are going to take up the street. Traffic would be an issue. If it was a mission specific thing, the street would be purposely cleared for it, or mostly cleared. That's just my guess though.
