Whenever I see one in Liberty City (which isn't very often), I'm never sure whether I want to kill him or not. Most of the time I do kill him though. I saw him on Galveston Ave. in Varisty Heights ( I messed up in first post.) by the police station. I have only seen him once. The in-game time was 6:00.
