Not with that video card. You may be able to play it, but with everything at the lowest possible settings with like 10FPS.

Upgrade your video card and you'll be able to play fine.

Incorrect. GTA4 requires a 7900 card minimum which is quite alot slower than an 8400. And considering GTA4 is extremely CPU hungry then he should be able to play at minimum graphic settings at about 15-30 fps.

Although I definitely would recommend buying a better nVidia graphics card.

An 8400 is not as fast as a 7900. It doesn't have bandwidth to compete at all.

I have pitted the WORST 7900 against the BEST 8400 on this list:

In nvidia, the first number is only the series, the second number is whether it is any good or just a budget card. In this case, it is probably a laptop card, so yea... Even worse.

I dont think his performance will be THAT bad though, he should do ok, really. If his graphics are backed off, as you stated, the CPU should cope well. But that card has got to be a bottleneck, so to avoid issues, he'll need to graphically one things down.
