Upgrade your video card and you'll be able to play fine. Incorrect. GTA4 requires a 7900 card minimum which is quite alot slower than an 8400. And considering GTA4 is extremely CPU hungry then he should be able to play at minimum graphic settings at about 15-30 fps. Although I definitely would recommend buying a better nVidia graphics card. If his graphics are backed off, as you stated, the CPU should cope well. But that card has got to be a bottleneck, so to avoid issues, he'll need to graphically one things down.
