Stuttering in GTA 4

hello guys

i was playing gta 4 it was running smoothly with no stuttering but

now it is stuttering a lot

 

its becoming unbearable especially as the stuttering increases after playing 40-45 mins

 

i thought i was getting low fps but its not that

i did a fraps benchmark and min was 24 fps

 

here are my specs

9600gt stock

2gb ddr2 800

 

and the settings

1024x768

texture medium

all else medium

view 21

detail 35

vehicle 33

def on

vsync off
