WS10 error

I had IV working just fine before I got Windows re-installed and had to format my C drive ( Viruses -.- ), but now that I reinstalled and applied patch 2 it keeps giving me WS10. I have the .NET 3.5 SP1 framework, Vista SP1, and the latest Nvidia driver for my GeForce 6800, and I have the latest update for Games for Windows Live, but I still keep getting WS10, and I don't know what's wrong. The SecuROM launcher boots up but gets "GTA IV Fatal Error: WS10" before it even goes ingame.

 

EDIT: Darn, wrong forum, could someone move this to the troubleshooting forum?
