Rockstar may have been going for Vic as the main character for GTA III, but thought Claude would do better, so saved Vic for another game? Unlikely, but possible... Highly unlikely, if they were really thinking of Vic already by the time of GTA3, they probably would have used him as the next main protagonists, but no... After that came Tommy and CJ.
