Could overheating cause most of the issues?

I've been having abysmal fps with GTA 4.

 

I first tried it on my laptop, which exceeds the minimum requirements and has Vista, and I had below 10 fps.

I then tried it on my pc, which has XP a single core processor (so I thought it would go really badly, but I wanted to see if XP made any difference)

On my crappy PC, the game speed was perfect...even when I turned the graphics up so much that the game should have been a slideshow, like on my laptop with the lowest settings. The only problem was, I had the missing textures glitch, so badly that I had to leave the game for about 5-10 minutes for it to load the buildings immediately around me.

 

I didn't understand what was going on, and chalked it up to a crappy port by R*. But I was looking at ways to improve performance, and I read that the heat of your computer can have a huge effect on GTA4 performance. It doesn't affect anything else on my laptop, but I was wondering, could this be a potential cause for many of the problems we've all been facing? And if so, does anybody have any tips for cooling down a laptop (other than putting it next to a fan or in the fridge or whatever).

I play on a sony vaio laptop,and I need to say definitely effects the speed of the game!!!

And try to play in a room which is under 23 degree.

Buy a cooler pad for your notebook,and ALWAYS check the temp of your cpu and gpu with HW monitor.

I have experienced 5-7 FPS different.

 

I didnt noticed any fps/performances changes.

But a good, lay something under your laptop whre is the GPU placed.

Then warm air will escape faster.

Single-core is not a great cpu for your laptop and it always used 100%

And second, Vista peforms better.

I got 23fps average on highest/medium 1024x768.

 

Could you post full specs?
