Crazy sound glitch-not the normal one!

ok so i got a 2.8mhz dual core dell, 2 gig ram, hd8450 512 meg graphics card, cheapo soundblaster sound card, running XP.

 

Ever since i first installed the game (retail), from the rockstar intro screen all the way into game play, the sound is really drawn out and echo-y, I can tell its playing the sounds, as in not looping, but EVERY sound comes out in this trippy sorta echo deal.

 

Installed the patch. Updated every driver on my computer. Latest directx c++ .net everything. Adjusted speaker performance. Basically tried every sound problem fix that i found in the first 25 pages of this message board. Still doing it.

 

Its not my sound card either-i can switch between the built in card and my pci sound card, same issue.

 

Heres the thing-the game is hardly laggy at all. Ive actually played through a decent bit w/o sound and there arent really any performance issues besides the sound.

 

Any ideas?! I love this game and I refuse to give up on it!
