Really, oddly enough, every question I see so far of "Does IV have..." can be answered with "Well, that depends, did III have it?" I love it. GTA IV has a lot of features which weren't in GTA III... it isn't so unusual to wonder if the gym would be one of them. You couldn't swim in GTA III, or shoot out tyres.
