Captain_Obvis456
The whole thing is spoilers so please don't read if you don't want to read them. This is towards the beginning of the game right after you move to Bohan. OK, I've played a lot of GTA 4. I played both versions on console and been playing the PC version ever since it came out. I never had more than very minor issues with it until 2 days ago. I just finished doing the mission for Manny The Puerto Rican Connection. Right after that mission I know the random Character Mel becomes available. (I always go for 100%) So I go over to where he is. After the cut scene I start driving towards where the mission takes place and I follow the GPS. At that point the game starts not being able to keep up with the video and I can't see where I'm going( Screen shot ahead) It's hard to describe it. So I figure it's a glitch and I shut down and restart the game.(It's a good thing the game saves for you without your having to go to your safe house, I hate chasing that train) So everything looks fine so I drive back over to where Mel is again. Well as soon as I get to a certain point in Broker and the same thing happens again. So I just happens that I slide the mouse around and if I look in a different direction it works fine, I can see everything. So I turn around and I can't see anything again. I have about 270° that I can see and 90° that I can't see, and only on 1 part of the map. WTH!!!!!!! So I reboot the whole computer again to see if that's the issue. Nope. Same spot every time it glitches out. I can't go to Broker at all!!!! Or I can't see in a certain direction. Here's where it starts. I go over the bridge from Bohan. Then go farther down the hill, still everything is fine. Then When I get to here it starts to go haywire, I got it just when it started. And here's what the full glitch is. I know this is in a different spot on the map, but this was the best representation of it. Keep in mind now that it only happens here. I did several missions for Playboy and Dwayne in Algonquin and they had NO issues. After a few more missions I go back to Broker and it does the same thing again. Totally bizarre. I actually did the mission with Mel. I pointed the camera so I could sorta see and almost got killed doing the mission though. If I go out of that area it doesn't happen any more. I played like this for well over an hour. I checked my 3870 temps to see if they were too high. They were a little high so I cranked up the fan speed to 100%(yeah that's annoying) but that didn't help. I checked my CPU temps with real Temp (I have it calibrated to read the same as Core Temp) and they never got above 50. ( downclocked to [email protected], but not for this reason) I also made a video with fraps, but I'm not smart enough to be able to convert the files to something I could post on youtube or I'd do that also. Any comments are welcome. And BTW I shut down over night and started up the next day and it doesn't do it any more. Seems like I was in the Twilight Zone. What do you guys think? I'd love to hear some comments.

Originalprey1
That's the same texture problem I had before I did my flash drive solution which has now thankfully sorted it all out. Here's some pics of my own experience:
