Actually not, you can find the pic on gtasanandreas.net, and you just click Artwork (when you are on the site) and then there will be a whole gallery with artworks for SA! That's probably because he was only used in the Introduction video, not even in the actual game, so not much effort was really needed to be put into his creation.
