I can't hear conversations in vehicles

In the game when you get a phonecall or you are talking to someone inside a vehicle, are you suppose to hear the poeple talk? Because i cannot hear anything but i see there lips moving. Also Im not sure if you're suppose to hear what the person is saying on the phone. I can only hear what i am saying but not what there saying. Is that correct or is something messed?
