Pixelated
You can't start Steam or Social Club or both? Play offline for now then. If it's a Steam issue ask for help on the Steam forums.
nemesi5
Why buy games from steam? Its a waste of money, you have to download 14GB's, bad issues. Back to the point, try deleting ClientRegistry.blob, and Restart steam. that should help .

timbo89
Steam is good for me because I'm a twin so one of us buys the retail version and the other one buys the steam version. We did this with CS:S (he paid $40 and I paid $15 so that was great!) and L4D (he paid $100 and I paid $50) Yesterday steam was taking forever to load for me so whether or not it was down remains a mystery. Have you sorted it out yet?

DIRTYDUNKY
you dont have to run steam to play GTA4 go to your /steam folder> steamapps> common> grand theft auto 4> GTAIV> right click GTAIV.exe SEND TO> DESKTOP (create shortcut) launch from the new desktop shortcut and youll never need to use steam again (frees up memory too) its handled as 3rd party software steam was just the delivery system but its not required to run the game been playing this way for over a month
