I'm trying to get into the Stockade with 4 star police chase and I just couldn't. The driver was constantly pushing the Stockade into a building, and when I try to get in, Niko runs around the stockade then try to enter another vehicle :\ The stockade was a bit pitched to the left so I think that might have been the bug.
