cannot shoot flying rats (pigeon)

Hi,

 

I've shot most of the flying rats in game,

then i stopped to find flying rat and continue to play mission,

after mission story complete i continue to find flying rats,

but now when i see a flying rat i shoot it,

it doesnt die... (or blow...)

other location's flying rat also got the same problem...

the flying rat doesnt die when i shoot them...

i even tried to use rockets to blow them...

they still standing...

 

what is the problem?... what should i do now?
