I am running 64-bit Vista with Service Pack 1 installed. Nevertheless, I, like so many, was unable to run GTA4 after installation because of the dreaded RMN20 Error which insisted I needed to install Service Pack 1 for Vista even though I was already running a fully updated version of Vista. I fixed the problem based on the solution that Steam is providing on their forum. Go to C:\Program Files\Steam\steamapps\common\grand theft auto iv\RGSC and create a shortcut on the RGSCLauncher.exe (right click, select “Create Shortcut”). Move that shortcut to your desktop. Go to C:\Program Files\Steam\SteamApps\common\grand theft auto iv\GTAIV and create a shortcut on the LaunchGTAIV.exe (right click, select “Create Shortcut”). Move that shortcut to your desktop. Right click on the LaunchGTAIV.exe shortcut you just placed on your desktop and select "Properties" then "Compatibility." Check the box for "Run this program in compatibility mode for:" and select "Windows 2000". Click "Apply" and then "Okay." Congratulations, you're ready to play. Click on the RGSCLauncher.exe desktop shortcut to launch Rockstar Game Social Club then AND ONLY THEN click on the LaunchGTAIV.exe desktop shortcut to launch GTAIV. Your game should start with no error messages. The solution should also work if you installed GTAIV from a DVD with appropriate changes to the install file paths, but I have no way to confirm it. I have just done what you suggested with the dvd of the game and with no steam at all. The game seems to be working perfectly well so far.
