saintdave
You need to have unlocked the rest of the city. It’s been a while since I played GTA 3 so I cant be specific but opening either Staunton or Shoreside unlocks the ability to get 6 wanted stars and the law enforcement that comes with it. chapapote
You'll only be able to get 5 stars, wait until Shoreside Vale.
The Horror Is Alive
Completing Last Requests = Staunton open, 5 stars attainable. Completing A Drop In The Ocean = Shoreside open, 6 stars attainable.
Ultraussie
And if your still peeved, try the Wanted level Cheat.
OGbanana
And if your still peeved, try the Wanted level Cheat. That doesn't enable six stars. You have to unlock Shoreside Vale.
