I haven't been doing anything to it but yet the clock should be 2326MHz but everything reports it to be under 2000. Your benchmark shows a CPU usage of 67 percent and mine shows 74 percent. Just that little difference means 25 FPS for me compared to your 50+ FPS? Mmm, think like this, my CPU can provide 56 FPS using 67 percent of its resources, your Phenom, using exactly the same GFX settings and resolution, needs to reach 74 percent so your rig (also GTX 280 + 4Gb RAM) can run it at 26 FPS. I'm sorry if I can't afford a one thousand dollar CPU, but I have a pretty good quad core and the fact that the game is using wayy more RAM and GPU than yours is that makes me a little uncomfortable to think it really is the CPU. GPU memory usage is almost the same for me and you, im using the VRAM tweak to make possible to enable 100 to view distance, so you should read the 58% as 87% (58 x 1,5 (multiplier) = 87). Main problem is that GTA 4 is the CPU game. It seems the new GFX card and extra 2Gb RAM are being at least partially bottlenecked by the Phenom.
