I think it would be good if the setting is the parody location in San Diego, Los Angeles, Mexicali and Tijuana. The main character is from Mexico or any Central America country. Why Hispanic, because I think Rockstar had already made GTA with African-American, Caucasian, Balcan and Italian-American for the main character. And all set in the U.S.A. mainland. So then only Hispanic left to become the main character, looked from the geographical purpose. I mean peoples who live in the U.S.A. African-American, Caucasian, Italian-American and Balcan. Looked from the game itself, it's all about criminal activities, and Hispanics are also majorly include in criminal activities in the U.S.A. just like Surenos 13, Mara Salvatrucha 13, Nortenos 14, Vato Loco and the rest.

 

 

 

And also I think that Rockstar can match the storyline with the GTA San Andreas, I mean if the main character can be also in a family blood with Cesar Vialpando. Or maybe not. For the gameplay, I think it can be started in Tijuana, and the other place forbidden like usually. Especially the border to the San Diego and Los Angeles, which strictly guarded by the US Border Guard. The main character can be also inculded in criminal activities in Tijuana. After some missions, finally Mexicali opened, and then San Diego and followed by Los Angeles. Also there will be many gangs there, such as Hispanic gang that I have mentioned in the end of the first pharagraph, Caucasians gang just like outlaw biker gang like Hells Angels, Irish Mobster. African-American gang just like The Bloods, The Crips and the rest. Balcan mobsters and also Italian-American mobsters.

 

With a stunning graphic and RAGE, I think it would be very fantastic. Rockstar can also add more animations in the game, like sitting on a bench, many enterable building and also killable N.P.C. I mean like the chairman of the other small street gang. And also please add more clothing shop, because there is too few clothing shop in GTA IV. And also, we can drop our weapons manually, and put it somewhere like inside a crate. For the apperance, it would be fancy if the clothing classed from the gangster clothing, casual clothing and luxury clothing. And also I hope there are jewelery stores that we can rob or buy some jewelery from them. Street drug dealer, would be cool though. We can extort them and also a small shop.

I think it's a cool idea, as I expounded upon it in this recent topic. Your description seems to focus more on California than the one I linked, but the concept is still pretty much the same.

They should have it where You start out in Texas, get uber rich and once you think life is good.. the cops come after you so you have to escape across the border and start all over in Mexico.
