GTA IV- Fps/graphic problem

Ok, this is my first Thread here.

I buyed a new computer 5 days ago, but lets go to the problem.

 

I got low FPS, around 10-22, and graphic bug( http://www.ladda-upp.com/bilder/14104/gta-4-probl )

does any 1 know what the problem can be?

I have installed

 

ATI Caty...8.12

GTA 4 patch

Net.frame 3.5

New drivers

 

And i have done some "increase fps guides, but nothing works ;8 .
