I have a similar problem, as you can see here:

This is my system:

Intel Core2Duo e4300 @ 2,4ghz

Palit Geforce 9800gtx+

A-Data 2gb RAM

Vista 64bit

I've tried the new beta nvidia driver (184.84) after using Driver Sweeper and after this I tried older drivers (178.24). But it is always the same: After some minutes of playing the first textures are missing and some moments later it looks like what you can see on the screenshot. And I checked out different grahpic settings but nothing changed.

Is there any solution available yet? What does a reinstall of the OS bring? Any experiences?

This problem has been posted a million times already, try using the search function.

Well, there seems to be one solution that helped with me myself.

Installing the new drivers, BUT, make sure you delete your old drivers. You can do this by first uninstalling the nvidia drivers (through the software install/uninstall function of your windows). (make sure you download 'Driver Sweeper' first) Restart your pc in safe mode and run the tool 2 or 3 times. Then install the newest drivers (best download them aswell before you start removing your old ones).

If that doesn't work, you might get it to work by some other tweaks. Search the forums for more answers.

very much don't think its the normal map been in the wrong compression but hell knows since I don't know what type of file gtaIV uses for normal maps.... or any advance ones they use

but that looks like its not got the light on it, as I get the same results if lights are not enabled for normalmap to bounce the light

I am a noob in game programming but I have had same result with a normal map, while learning...

only other thing is if you change gfx cards and did not uninstall the old ones like changing from a ati to a nvidia or other way round...

can you enlighten us as to how you found it please?

i am a big fan of the omega drivers but ever since upgrading to a 4870 i can't use them as the person who develops it has stopped making recent updates.

btw anyone wanting to try out the DNA drivers be warned when i tried them i got a performance decrease and when uninstalling completely f*cked my graphics card had to reinstall windows for it to see my graphics card.

I solved this problem by installing Cache Boost. But this should not be a solution in the long run.

@Rockstar Toronto:

It seems that many people with 8800GT* and 9800GT* graphic cards have still this problem. My specs can be found in my first posting here.
