No one has found out yet, so I'll post 2 more clues.

 

1. I light up at night.

2. I watch over Liberty City.

3. I go into hibernation.

4. My neighbours can often be noisy.

5. One of my neighbours is even world famous!

I said CJ because he's on a billboard in IV but he isnt in Liberty.
