TEXP70 error

It comes up with the copyright text then minimizes and the texp70 error comes up saying to re-install directX. I done this 2 times, explains more in the text below.

 

i have an acer 7730, i installed the game and i get the same error. I have up to 1244mb mobile intel graphics media accelerator 4500mhd, 4gb RAM, intel core 2 duo and it loads the copyright text then comes up with that error. I don't know where to get the drivers from as the intel site update drivers do not load. It is vista. Please respond.
