need help with my framerate

I'm playing the game with okay speed, not laggy, not smooth, but its still playable. But I noticed that I'm only using 345/ 490 video ram, how come it isn't smooth ? Is it because of my cpu ? or do i need to get a video card ?

Your graphics processing unit is good for this game and should be able to achieve respectable frame rates.

 

Unfortunleny, your central processing unit is letting you down.

If you're looking to change your central processing unit, then I'd say you should opt for a quad core.

 

I would say you should go for a quad core because more and more games are taking full advantage of the four cores.

Upgrade your central processing unit, and watch the frame rates go up with a bang.

AMD Phenom™ X4 Quad-Core 9950, clocked at 2.6GHz

AMD Phenom™ X3 Triple-Core 8750, clocked at 2.4GHz

 

The central processing units that I have suggested are all within a budget of one hundred pounds to one hundred and fifty pounds.

 

Choose the one that you think will fit you best, be it budget or what you need it for.

If you get the C2D6600 you will need to clock it. And nobody can guarantee you how that game will run. It will run probably better (as 9600 seems to be the card to have less problems with this game), but there have been too much different configurations having various issues with GTA IV. It's impossible to say.
