Toshi_TNE
If you've been installing a lot of drivers without cleaning up the old ones you may have a corrupted driver. I got that error aswell, having the latest driver and DX installed. Get driver sweeper, uninstall the driver, boot in safe mode, run driver sweeper to delete any trace of your old drivers, reboot and reinstall the latest drivers. That did the trick for me, and it fixed the stuttering I was having with the last driver I installed.
e_spaghetti
Solved it! Uninstalled GTA4 Uninstalled all NVIDIA drivers and software Ran CCleaner- Registry Cleaner Deleted any old folders with drivers still in them. Rebooted. Reinstalled GTA4 Driver from NVIDIA. Reinstalled the game. - Fail! Reinstalled each patch and update (social club,live,gta4) - Fail! Downloaded latest Riva Tuner 2.2 and install. - Still Fail! Choose option to reset driver to original defaults in Riva Tuner. Uninstall Riva Tuner. Ran Registry cleaner. Deleted all Riva Tuner folders. Reboot and played the game for a long time and again. Holcha
Hey well the Rivatuner thing doesn't help here. I have a Core 2 Duo E6600 and, which probably is the problem a GF 7950GX2 under Vista 32bit. (details zum rechner http://www.fujitsu-siemens.de/Resources/118/1830521782.pdf ) I first installed the game, it started but in medium with missing textures and in low without subtitles, radar and menus. All NVIDIA drivers higher than 178.24 result in a black screen with only the mouscursor visible after reboot. Then I tried the newest Omega drivers, same effect: black screen. BUT usually I could roll back drivers and everything was as before. Now I always (even after severl driver sweeps and registry cleanings) get "fatal error texp70" and if I use the rivatuner hint, i get fatal error DD3D30, and none of those tips work either.. so what should I do now? TitusCicero
Solved it!... Choose option to reset driver to original defaults in Riva Tuner. Uninstall Riva Tuner. Ran Registry cleaner. Deleted all Riva Tuner folders. Reboot and played the game for a long time and again. .... THANK YOU!!!!!!!! Two weeks of heart ache and xtreme anger I finally have the stupid thing running and smooth at that. Pretty much have the same sys specs. Q6600 4gb OCZ DDR2 8800 GT GB DDR2/3 mobo etc... I had bought PS3 and this game just to play and sold it a week b4 coming out on PC at a loss. Then this damn thing didnt wrk out of the box. Fresh install = no textures. Then the damn graphic errors when they finally came out with 1.0.3.0. Tried all then the reset of driver in RivaTuner did the trick...didn't do any of the other stuff in your todo list. Anyway Cheers & THANKS!!!

Girish
Apart from your weak CPU, your GPU is even weaker. The most you can do here is to reinstall the game, apply the latest patch and search for updated drivers for your video card. If it doesn't help, then I'm afraid the game just won't work on that laptop.
