after reboot game thinks you've got sp3 and works just fine

Yes, but like that all applications and windows will not know the right pack, maybe it can damage the system if you try to add some things that check the version before install. It is safe to use the specific asi.

its just a work around for poeple who cant use asi loader

Why do all this tricks/fixes when there is a simple one??: Properties on launchGTA.exe and set it to compatibility mode for windows 2000.
