The patch is not going to get released faster, neither it's going to fix your problems by R* posting every single day "It's not done yet, but we're working on it.". You'll ALWAYS get half your refresh rate NO MATTER what your specs or game configs are. Except if it's above what you can run, and even then you'll only be able to go above it if you force it (through commandlines). Also, the game doesn't detect what your system can run correctly correctly. It detected 1024 low on me or 800 medium but I can run it 1158 high no problems...
