Fed.Dogg
I was playing a few hours and with Fraps i've noticed that the game do not pass the mark of 23 fps any time. And in missions intros looks like locked at 23 fps. Someone has the same problem?
Chronine
You need to give more information on your problem... For example, what hardware do you have?(ram, cpu, gpu ..etc) But you can try looking at your graphic settings, if "VSync" is turned on this will lock your FPS at around 60fps but it shouldn't lock it at 23... Also try lowering your graphics settings... Edit* Didn't see your sig at first... Anyway, judging by your system you are getting pretty good frame rates for your system if the graphic settings are default... Don't look forward to reaching 60+ tho >.<.. Vicetopia
However did you edit any of the tags in your GTA4 shortcut? I put some weird cmds in there and got locked to 22fps as well. Removed them and fixed that...
Finknz
Thank goodness I thought I was the only one. 23 inside 23 outside. Change the res still 23. Change anything its still 23. Vsync is off. Lowering settings keeps the fps at 23. Rig E6600 dual core Nvdia 8800 640mb 4 gb ram vista 64bit The game is playable but it feels like I could be getting more fps with tweaks. Will be interesting to see what comes of this. Edited December 5, 2008 by Finknz

Finknz
no difference unfortunately still stuck at 23, on the still picture loading screen fraps reports 60 constant yet vsync is off in nvidia control panel. strange

GingerlyPocus™
"-framelimit 0" in your launch commands will fix this issue.
Finknz
Thanks for the tip, I tried this but still no luck. There are two exes for GTA, the normal one plus launchgta I have tried this on both.
Finknz
More testing and I can put the render quality on high and shadows on 16 and theres only a loss of 1-2 fps. Its really bizarre. I guess the CPU bottleneck is the answer but you would think that lowering/raising graphics settings would change your fps.
Fed.Dogg
Any solution? I've tried with -novblank command line and with new Nvidia drivers but no case...
Spectrobozo
when I start the RGS there is a process called presentationfontcache.exe, if I let this open the game is locked at 23fps, by ending this process the fps is no more locked..

13th_Disciple
I have since had to change my motherboard & CPU... fantastic mobo but my CPU is a AMD5200x2 (my last one was a AMD x2 6000+) i have noticed a considerable drop in FPS, even thought everything else is fine, my 8800GTX on Vista32 with 4G ram seems not to make any difference, new drivers etc... so it's the power of the CPU also which makes a very heavy difference, My motherboard can take a phenom (quad) which i'll get soon enough, but i think that will save my game play -13th

Fed.Dogg
Fed.Dogg: you have very slow CPU, which is responsible for "23FPS lock" It's posible in my case, but a friend with a X2 5600+ has the same problem. DAV1D90
So, in that case it must be a BUG.

Finknz
Good to see they are investigating. Might help if we post benchmarks in this thread?
