Game runs fine except during cutscenes

Well I got the game, started playing and I have a strange issue. During any moment when I do not have control over Niko e.g. during a cutscene I get really choppy performance, like 5-10 fps, but when the game gives me control it is totally smooth, i mean like 30+. It is only during moments when I don't have control, like during the conversation with Roman in his apartment its choppy, but when he leaves and I get control its really smooth, I went to sleep on the bed and it was smooth right up to the exact moment I lost control of Niko as he starts to get on the bed, and stayed like that until he got off.

 

Does anyone else have this issue?

 

My specs:

 

Quad core 6600 @ 2.4 GHZ

2 Gigabyte RAM @ 800 Mhz

8800GTS 512

Windows XP Professional 32 bit

 

I ran the benchmark and got about 37fps with my settings as follows:

 

1680x1050 @ 60HZ

Medium Textures

Very High Render

 

30 Draw distance

80 Detail distance

75 Traffic

1 Shadow Density
