After a few missions Roman rings you say that if you fancy doing some taxi jobs for him to just ring him while you're driving. Don't think you have to be in a taxi. I read in the console forums and reviews things like this and those pick up / ambulance etc type sub missions were removed in GTAIV and thats pretty offical.
