Rosbjerg
It seems we might be in luck, the coming patch will fix a power managment bug, causing the game to go either too slow or double speed. Maybe our bug is due to the ATX in the P5Q series motherboards. Crossing fingers.. since none of the great suggestions here have helped in my case. NIPSEN
Resume: _ If you have GTA4 by steam, launch steam BEFORE social club. _ If you have a NVIDIA, install 180.84 drivers.
bp2018
Yes they have stated it is a power management issue, I suggest you turn power management to HIGH PERFORMANCE and it SHOULD fix your problems, if not the patch will do so. I'm off to sleep, then to the store tomorrow to pick my copy up tomorrow, im hoping it is atleast playable on my current rig which far exceeds the recommended, yet im not expecting magical performance until a few patches, I just want playable for the time being. Change powe management to performance mode and see how it goes.
NIPSEN
I'm overclocked, so the power management of my CPU (name Six Engine) is disabled But think i can try to disable it (or something like that) in my bios.
bp2018
Go to your display settings page (where you change your screensaver) and hit power management, choose the performance mode from there.

BHunterSEAL
-framelimit in both the steam launch options if applicable or just in LaunchGTAIV.exe shortcut sohuld fix the problem, other wise you can play around with refresh rates.
